Depends how fancy you want to get, it seems Avidemux can do most basic functions pretty well (I've only just started using this, so I haven't gotten super fancy yet but it seems to have a fair range of features)

Avidemux and avspmod are fantastic free piece of software for video editing.

If you dont mind a bit of setup, blender can work well for simple video editing.

I've literally tried over a dozen different programs and none work, I have tried on 2 separate PC with Win7 and Linux... currently going to try Avidemux

Edit: Yep its a fail too

I honestly don't understand why you have that issue? What customisation have you done to your PC?

For the Linux box it's a straight install of Ubuntu 16.04 LTS

I eventually got a video cutter working on an old XP box I have rather than trialing software packages on my main PC.

The downside to the video cutter is that it installs a heap of crap you don't want from NCH software. VideoPad I think it's called.
With it I just import my video in it's mp4 format, set a start and finish time, drop than into a timeline and export into the same format (or another format if I so choose, I don't so I stayed at mp4)
